We have now opened the entries for the Official Competitive section of the festival. The short film competition is aimed for directors up to 30 years of age (including). The feature film competition is only open to directors who are on their first or second feature film.
FEST – New Filmmakers | New Films Festival, is now one of the most important cultural events in Portugal, a great opportunity and an excellent forum for the new Filmmakers who wish to establish himself in this industry.
The categories in competition are:
• A – Fiction
• B – Documentary
• C – Experimental
• D – Animation
FILM SUBMISSION PROCESS
Before submitting a film please read the rules and regulations of the festival available at the bottom of this page.
There are two different way to submit your film: Online stream and Physical submission.
To submit your film online it is obligatory to fill in the form below. The submitted film must be made available via a password protected private link. We advise the use of Vimeo or You Tube (or any other service of your choice that has no expiry date). Please ensure you leave the “download” option available when possible.
For physical submissions the form below must be downloaded, filled in, printed, signed and posted along with a physical copy of the film, on DVD or Pen Drive, to:

Rules and Regulations of FEST 2014
1.1_FEST — New Directors/New Films Festival is organized by FEST — Associação Cultural;
1.2_FEST will take place in the city of Espinho, Portugal, between the 24th and 30th of June 2014 with the following objectives:
1.2.1_Sustained development of cinema, screening and promoting new talents in this area;
1.2.2_Create new public for cinema;
1.2.3_Promote the interchange of experiences between the participants in the event;
1.2.4_Elevate the skills of the participants;
1.2.5_Promote the city of Espinho as a quality cultural tourism destination;
1.2.6_Offer a quality cultural event accessible to every individual;
2. Admission conditions
2.1_FEST has a Short Film and Feature Film competition. The Short Film Competition accepts short films made by directors no more than 30 years of age (including) on the last day of production no matter their nationality; and Long Features from directors who are on their first or second production (regardless of their age).
2.2_The films must have been concluded after the 1st of January 2012 and they cannot have been screened in previous editions of FEST — New Directors/New Films Festival.
2.3_Films are accepted in the following formats: DVD, Blueray and Hard Drive;
2.4_It is permitted for the applicant to submit more than one film (in separate entries);
2.6_The applicant will indicate on the entry form the category of their film;
2.7_The applicant cannot submit the same film in more than one category.
2.8_The film must be talked in English or Portuguese, or have subtitles in any of these languages;
3.1_The inscription in FEST is free and not conditioned;
3.2_The entry form is available on the website www.fest.pt;
3.3_The entry form must be completed accurately and totally filled out.
3.4_The entry form must be sent together with digital copies of:
a) Three or more recent pictures of the movie;
b) Picture of the director;
c) Brief biography of the director;
d) Copy of the film;
3.5_The entry form and all material must be sent to:

3.6_The inscription close on the 9th of March of 2014, date as postmark;
3.7_Once the film is submitted to FEST, it cannot for any reason be removed from the program by the institution who submitted it;
3.8_All films and material sent to FEST — Associação Cultural will not be returned and will remain in the festival’s archive;
3.9_The signature of the authorised person on the entry form authorises FEST — Associação Cultural to present the film in the festival and in public presentations
4. Shipping of films
4.1_The remittance expenses are to be paid by the applicant;
4.2_All applications sent with remitted expenses to be paid at the destiny by FEST will be returned;
4.3_FEST will inform the applicants that have been selected for the competitive section by e-mail;
4.4_For short film submissions, If selected, you will be required to provide a copy on an MP4 or MOV file of up to 4GB . If your submission does not have English as original language, all screening copies must be sent with hardcoded subtitles.
5.Jury and Prizes
5.1_There will be a pre-selection jury, selected by FEST — Associação Cultural, to select the films for the competitive section;
5.1.1_Besides the jury’s selection criterion, the final selection will be conditioned by the time specified by the organisation for the competitive sessions.
5.2_The final jury at the festival will be composed by 3 to 7 members who will evaluate the selected films in the competitive section.
5.2.1_The final jury will make their winning selections without appeal from the outside and according to rules based on general principles determined by FEST — Associação Cultural, the final jury has the right to not dispense any one of the prizes if the criterion, in their belief, are not met.
5.4_The final jury has the disposition the following prizes:
a) Best Film (reward to the best fiction work);
b) Best Documentary (reward to the best documentary);
c) Best Experimental Work (reward to the best experimental work);
d) Best Animation (reward to the best animation work);
e) Best Portuguese Film Award (reward to the best Portuguese film);
5.5_The jury may award honourable mentions to any of these categories;
5.6_The prizes are consisting of a special trophy;
6. Final Stipulations
6.1_All eventual doubts or omissions in the regulation will be solved by FEST — Associação Cultural following rules of equity and good judgement.
